Samaná, Dominican Republic.- Vatican nuncio Jozef Wesolowski on Sunday said the Dominican authorities should seek a solution to the problem of the Haitians in the country, because they contribute to the nation’s development.
However on UN Development Program (UNDP) representative Valerie Julliand’s proposal of an amnesty issued to Haitian immigrants to regulate their status, said he doesn’t have a clear opinion.
The diplomat noted that Haiti and Dominican Republic are different countries which have different languages?? and economies.
"Things aren’t as simple one might think, they’re separate countries with separate languages ??and different economic situations. I can only support with my prayers and my great sympathy for these two great countries."

Yes, there were polish troops in the Grand Army and some of them stayed on after the French debacle in Haiti and became "Black" Haitians, as the Constitution forbade any other racial distinction for citizenship. They were mostly located in the southern part of Haiti.

But in order for this to take place, a strong economic expansion in Haiti needs to happen. Adequate housing and a sense of a better future must be part of the equation if Haitians are to be convinced, after so many dreadful generations of aspirations gone unanswered, that this time things will be different. Our nationality laws prescribe and describe "jus sanguini" and they have for years with good reason.
We do not desire to become one with Haitians, and that is a fact. Other countries such as the USA have a "jus soli" requirement in their constitution, which means that citizens born in the US of foreign parents are Americans. This was done at a time when the US needed heavy immigration from abroad.
So I disagree with your reasonings, Haitians should remain in Haiti, and Dominicans in DR, and BTW the DR is a vibrant, mature, multiracial nation.

However it is not Haiti's fault that despite having more generals than a superpower, the Dominican Republic has totally failed to secure its boarder with Haiti, perhaps as a consequence of Dominican personal greed overriding the national interest and an insatiable appetite for, and tolerance of, graft and corruption.

Yes I am aware of that--but that is besides the point. I was simply refuting the allegation made by Jasfalon who claims Dominicans would be helpless if and had it not been for the Haitians. That is not accurate, it is a bunch of crap. The only reason why natives do not perform these jobs is because they have been displaced out of the job market. Employers prefer undocumented Hatians because they can circumvent DR labor laws, pay below market wages and avoid contributions to social security fund. Remember a starving Haitian will work for a plate of food and a quiet nook to sleep for a night. No self respecting native would stoop that low and would rather immigrate to other countries to perform the same jobs they refused back home.
My wife's family are all farmers from the Cibao, although they are along in years to this day continue to work the land

That's funny....the last time I saw a slave ship everyone on board was pulled out of the jungle, placed in chains, hearded up like cattle, were sent straight across the ocean to the other side of the world and once landed, auctioned off as chattel property and were then coerced to a life time of brutal labor.
Unless the dynamics of slavery has changed, I heard slavery was a civil relationship in which one person has absolute power over the life, fortune, and liberty of another. Can you please describe how many Haitians actually fit that description......Please !!!! Perhaps I heard wrong or Haitians are a bunch of masochist who flood the other side of the island to be the first in line for the high paying executive position of slave.

This one really baffled me......what exactly about getting "independence from, not a big imperialist nation" does not "....sit well with Dominicans." What exactly do you mean by this? What does that have to do with the price of beans?
Who cares where you get independence from as long as you get it and never lose it. I would assume it would be the other way around, worse if one is held hostage by the underdog.

There are no Dominicans like Duarte, Sanchez or Mella any more, Dominicans don't cut their own cane, dig their own ditches, build their own hotels or pick their own chokos any more either.
Yes I am aware of that--but that is besides the point. I was simply refuting the allegation made by Jasfalon who claims Dominicans would be helpless if and had it not been for the Haitians. That is not accurate, it is a bunch of crap. The only reason why natives do not perform these jobs is because they have been displaced out of the job market. Employers prefer undocumented Hatians because they can circumvent DR labor laws, pay below market wages and avoid contributions to social security fund. Remember a starving Haitian will work for a plate of food and a quiet nook to sleep for a night. No self respecting native would stoop that low and would rather immigrate to other countries to perform the same jobs they refused back home.

Approximately 100,000 Dominicans now live in Puerto Rico, of whom about 30,000 are thought to be undocumented illegal immigrants. Some Dominicans are en route to the USA, using Puerto Rico as a take off point, but most remain, forming a distinct enclave minority on the island.
No other sector of Puerto Rico's population has grown as quickly over the last four decades. Dominicans have displaced Cubans as the leading foreign-born population group, and are now the largest and most visible ethnic minority on the Island. 75 per cent of the migrants live in San Juan where a bustling Dominican community has emerged. San Juan now has the second largest number of migrant Dominicans after New York City.
Housing for the increased numbers of undocumented immigrants is becoming a problem. For the first time in Puerto Rican history, many Dominican migrants now live in ghetto-like conditions: i.e. inner city areas where large concentrations of poor ethnic and racial minorities crowd together in deteriorated housing quarters, segregated by class, colour, and national origin.
Many of the immigrants are now young men with an elementary education and an unskilled job in the Dominican Republic. Others are poor women who worked as domestics, factory workers, or informal traders back home.
Many female migrants leave their families behind due to the risk of illegal travel and the high cost of living in Puerto Rico. They are often the first to move abroad thereby paving the way for later migration by other relatives.

However as the number of Dominicans in Puerto Rico has grown, they have increasingly become the victims of racism and xenophobia. Numerous studies have documented the increasing hostility towards Dominican immigrants on the Island and its effect on their public image. Like other disadvantaged minorities, Dominicans in Puerto Rico are the main targets of a range of ethnic jokes, racial slurs, quips and anecdotes.
At the root is what some regional sociologists have described as the 'white bias'. This causes Dominicans to be perceived in Puerto Rico in a very similar manner to the way Haitians are viewed in the Dominican Republic and ultimately how Puerto Ricans themselves are viewed in the United States.

The views held by the Puerto Rican public are among the key factors blocking full integration of Dominicans into Puerto Rican society however this is further complicated by the contradiction between the social reality and the perception Dominican immigrants have of themselves. Dominicans historically have developed the habit of thinking and describing themselves as 'indios' (Indians). This is a loosely descriptive title meaning ' brown-skinned' primarily employed to avoid having to use the words 'black or mulatto.'
The racialization of Dominican immigrants permeates all aspects of their lives and efforts to become incorporated into Puerto Rican society. This ranges from job discrimination and difficulty in finding housing to getting an education, and marriage partner choices. Moreover it is extended into the second generation.

Discrimination
Since racialist classification also identifies Dominicans as being overwhelmingly black and 'mulatto' and therefore a threat, the Puerto Rican authorities often arrest Afro-Puerto Ricans without identification, assuming them to be illegal Dominican migrants.
The linking of the idea of being 'dominican or dominicano' with being 'black or negro' makes it more difficult for immigrants to be accepted by the dominant society.

Because of the large number of lives that can be lost during the yola trips, governments of Puerto Rico and the Dominican Republic have launched massive media campaigns to try to reduce the traffic. In the Dominican Republic, videos of dead bodies on the water are shown on television as a deterrent.
Puerto Rican nationals who traffic in illegal immigrants to Puerto Rico face long periods in jail if apprehended however Dominicans who get caught are usually flown back to their country on commercial airlines where they do not face criminal charges.
