Controversial border wall built by Haiti at Elias Piña just became more so.

Santo Domingo.-   Newly sworn National District deputy Vinicio Castillo Seman on Thursday said it’s “crucial” that president Danilo Medina order the construction of a wall at the Haiti border to secure Dominican Republic’s sovereignty.

He said the country’s physical border requires strict and urgent security measures to control immigration, and "aspire to improve the Dominican population’s human development."

Interviewed by Julián Valdés of the Global Foundation for Democracy and Development (FUNGLODE), the lawmaker said Dominican Republic is being “peacefully invaded by Haitian nationals.”

He added that he will work to get the wall built at the border, “to continue the 17 kilometers (of wall) which they’ve (Haitians) have already built.”

Just the mention of a wall, brings memories of exclusion, and although I endorse it, we have to make the "fort" more politically correct, to defuse the avalanche of criticisms that will surely find it's way home.
To obtain the collaboration of the Haitian government is a must, for the success of this venture, emphasizing the better control of collection of custom taxes, improving bilateral commerce, and putting a damper of traffic of illegals, contraband, illegal drugs, and weapons.
Again just like using "repatriation" instead of "deportation", the DR will have to insist on "reinforcement" or updating the border infrastructure. It is a much better way to do the same thing.
Otherwise will be find the "usual suspects" and NGO's enemies of the DR, and proponents that the DR be the solution to the Haitian problems, crucify us in the war of public relations, and make us look worse than the Russians, after they built the Berlin wall.

They didn't come on their own volition because he brought them (and kept them locked in) into the bateyes of the sugar mills he owned. The difference of course was that he made sure to send them all back in caravans once the cutting and planting seasons were over, a duty that our so called "democrats" forgot to do. Of course, it would have been better for the country in the long run if he would have nationalized that labor, like the Cubans did in the 1930's and sent the majority of their Haitian sugar laborers packing.

Someone said that when there is a 30 foot fence, a 31 foot ladder will surely be used.
Underground tunnels will be rigged up, plus maritime incursions in yolas. But still we can not allow the status quo to persist, making it so easy to enter the DR illegally, just by taking a motoconcho.
It there is a will on the part of the DR government, like some military experts have advised many times, the illegal border crossings will stop.
During Balaguer there was no wall, and yet the border incursions where minimized, because of two factors:
1. The collaboration of Haitian authorities on the other side, through the Haitian army.
2. The fear of instant reprisals with extreme prejudice, on the part of the DR military, for those daring enough to try.

If the DR government has the will, to make the border less porous, then the orders will be carried out, with serious consequences to the violators.

I'm starting to think this to be the solution more and more each day, mi pana. I don't think the UN stooges would oppose the move, since a lot of their members want a Dominican solution to the Haitian quagmire anyway. Better to make the move now while we have the economic upper hand. Of course, it goes without saying that the new province would have to be governed by martial law, Toussaint style, while the situation stabilizes.

I believe that the Dominican Republic harbors unjust prejudice towards these Haitian people. I know you guys do; I have seen it over and over again. It is a conditional reflex left behind by 'Anti-Haitianismo.' The days after Trujillo was assassinated, many of your countrymen and women cried and wailed for weeks.

I choose to follow the lead of smart men like Albert Einstein who is hands down 1000% smarter than Trujillo was or any of us are. Albert Einstein joined the NAACP (Did you know this?) to integrate himself into a society that was ostracized....He walked the walk.

I could only hope that Dominicans could be more diplomatic and cooperating rather than modern day segregationists.

The monies spent for building a wall would be better spent on increasing the wages of those in uniform who guard the border. It would provide them with incentive not to be corrupted by those who wish the cross the frontera illegally.

You can build a wall as high and long as they want and there will be inventive many who will be able to overcome its application. A wall may seem to be overwhelming by its nature but it will serve only to provide comfort to its champions as a badge of honor for their efforts rather than protect the country as some feel is the onslaught of western masses. It will hinder crossings but not stop them.

IMHO the idea of the wall is some politicians ideas of manipulating public nationalistic sentiment over an invasion threat in a scheme to get kickbacks from the tender and construction processes that would ensue should such project be approved.

I know there are some people who savor the thought of a unified control of the Island of Hispaniola and suggested the DR to be the one for the job. I hate to be negative, but it aint gonna work either way or regardless of who is in charge. The only ones who will gain and benefit economically will be a the same oligarchs that will laugh all the way to the bank while the rest of the people continue to suffer misery and hardship. Believe or not they are some groups of "ardent nationalists", that want to build a wall, exclusively just to make money, and get a piece of the construction contracts.
I was once duped by a group of "protectors of our nationality" to be a consultant, until I realized that these guys where slavers, and their purpose was no other, than just to make more money for themselves.
Building a wall just to keep Haitians out, is not an economically sound investment, without even computing yearly maintenance costs, and all the other costs involved. I insist that investing in border infrastructure and development should be a mutual effort, with the minimal collaboration of the Haitian government. The Haitian blessings will provide, needed international grants and soft loans, that will benefit both sides.
This talk about taking over Haiti is ridiculous, not even Fidel Castro at the height of his power, dared to incur in such a venture.

The fiercest opposition to the occupation of the island by the US marines, came from the western side of the island. Ask any historian, well versed in caribbean military matters.
The border has been abandoned by the government, and by Dominicans in general, this doctrine has to
be reversed. Meanwhile Haitians keep coming to the border, and when they can entering the DR for good.
New laws must be passed to make border investments very attractive, also enact tax free areas as well.
The military must be fired from controlling border flow, this is a must. Cesfront must be converted into a civilian border patrol organization, with adequate funding and professional bilingual manpower. Their ranks have to be increased to a minimum of 1500 men, permanently stationed in the border areas, to patrol in horses, ATV's, all terrain motorcycles, and jeeps.

That's because the bulk of the land expropiations made by the marines would be concentrated to the southern and eastern regions of the country, which by then were sparsely populated in comparison with the Cibao. Plus, the war aims of the Yanks here, as well as the conditions found by them on both countries were far different. The effort was harder in Haiti not only due to the fact that the country was more populated (still is, although not by much) than this side of the island, but also due to the fact that all the land available was already taken by small peasants, so the question was to expropiate the majority of the country in order to revive the plantation economy. Over here, there was simply more land available and far less people to alienate.

Haiti's biggest problem, is the lack of education of their masses, that makes them easy to steer, and exploit.
Both Trujillo and Balaguer policies, where to keep the military as dumb as they could, and throw them a bone, once in a while, and they remained loyal dogs with rabies.
The DR has a huge problem with the misery in Haiti becoming hard to control, and the border becoming more and more attractive for them to cross. Plus now they all have families or friends here, that are willing to help and guide them.
The Dominicans are being "fence sitters", and most do not realize the humungous problem, the Haitians will constitute, for our own continuance as an independent nation, and the future and welfare of our nationals.

It is time for the Haitians to do the hard work and fix their own country. We Dominicans need not be talking about taking over and governing the entire island.

The only thing we need to be concentrating on is building that border wall. With that wall we don't have to worry about the guards being bribed. While no wall can stop 100% of the border crossings, it WILL significantly stop massive people from crossing.

A wall will work with no electricity required. DR does not have to pay its guards more money. The wall will be for the most part a one-time expense well worth the investment.

Those who mention that the Haitians will build tunnels, remember that this would require good excavating equipment many will not have access to. Also, with all the earthquake tremors on the island building tunnels would not be advisable.

With regard to Haitians finding a 30 feet ladder to climb the wall, remember they would have to find a safe way to get down another 30 feet on the DR side. Easier said than done.

Overall, none of these things should be deterrents from DR building that border wall!

Haitians take over border towns

Border towns in Pedernales, Independencia, Elias Pina, Dajabon and Montecristi provinces are no one's land with mass immigration of Haitians, claimed PLD deputy Fco. Bautista in a report in El Nacional. He said that the border control authorities, including the Cesfront are not capable of controlling the immigration of Haitians to the country. The DR continues to have contradictory immigration policies and unless it sets things straight the chaos will remain and continue as always but DR govt officials must stick to their guns and demand respect from the international community. On one end we talk about a wall, stopping the illegal flow of Haitians but on the other end we continue to employ them, let them walk the streets freely, and allow them to cross the border and attend our schools and obtain free elementary, middles and high school and university education. A poor country like the DR can not provide for the basic needs of Haiti.

Thousands of Haitian children cross the border to study in DR schools

DR schools receive thousands of Haitian children who live in border towns. A report in Listin Diario mentions that the students study in both public and private schools with all the benefits granted to Dominican students by the Ministry of Education, which can include free textbooks, notebooks, backpacks, and school supplies.

Border authorities allow the children to cross at any time. As reported in El Nacional the schools are located in several cities and towns, including Montecristi, Pedernales, Jimani, Comendador, Restauracion, Loma de Cabrera, Rio Limpio, Guayajayuco and Mencia.
The govt says that more than 34,158 children from Haiti are studying in the pre-school to high school. A total of 1,503 students were registered in pre-school in DR schools, 21,521 in elementary, 3,573 in middle school.

The Ministry of Education exempts the students from having to present ID documentation through 8th grade, and they may be admitted to a school by just giving their names and those of their parents. For HS students (9th+) the students need to present their birth certificate.
Shefalia V. Pierre, an 11-year old from Ouanaminthe who is in 4th grade in Dajabon said when she finishes school she will go to Sto Dgo to study at the UASD. The state university treats Haitians and Dominicans equally and does not charge students from the DR or Haitian school system for tuition.

They do not teach their children: one Haiti liberated all the slaves of the island, two Haiti fought off the European powers and three Haiti bought the (whole) islands' freedoms. Initially it was Nunez De Caceres who called for indepence from Haiti and in doing so he wanted to call the east side of the island of Santo Domingo the Spanish Haiti....

For me and many others it's time to correct history and make the island the nation of Santo Domingo or Saint Domingue as it was orinally known to all travelers in the past.

I'm not Haitian but a well traveled historian.

I believe Haitians can claim back their territory as they paid for it with lives and money. The Dominicans need to recognize and appreciate their brothers as what they did helped them be where they are today.

I will be very simple so you can understand.

1. Freedom is gained in the field of battle, not by delusional proclamations. When toissant the door opener, was betrayed by the French it was the French army that controlled the eastern part of the island , not the Haitian troops. When desi the murdering thug proclaimed Haitian independance in 1804 nothing had changed. French troops in the east , Haitian ex-slaves in control of the west.

2. In 1808-09 the people who had been on the island for 300 + years, ( a mixture of Tainos, Africans and Europeans ) enraged at the indignation of napolean putting his brother up as the king of Spain, revolted and defeated the French army still in control of the former Spanish colony. The Haitians had nothing to do with this.
You may be well traveled but you sir are not a historian.
You are however a world class distorter.

You have no knowledge of history. The Haitians purchased their freedom from France. In other words they bought the island like we did with the Louisiana purchase in the United States.

People that research history from treaties like I did have a clear picture of what happened not what a country like yours wants you to believe.

Spain gave it's half of the island to France in the treaty of Basel and later Haiti paid France 150,000 million Francs for their independence.

This is recorded history in France, Spain and Haiti. This is also well documented with honest dominican historians so if you cannot disprove this statement with historical facts and dates then don't say another worthless word

Battle of Palo Incado, 1808-09. People of the former Spanish colony defeat the remaining French forces on Hispaniola.
1814-15 France officially returns Spanish side of island back to Spain. A fact already accomplished on the field.

1822 Haitian army under Boyer invade and take possession of eastern side which had just declared independance from spain
1844- 1856 wars of Dominican independence. Haitians defeated in every battle, ON THE FIELD.

Done deal . Research better and more thouroughly.
