Santo Domingo.- The Dominican Golf Federation (FEDOGOLF) has signed two licensing agreements with the United States Golf Association (USGA), to apply, regulate and manage its Handicap and Course Rating systems in the Dominican Republic.
FEDOGOLF president Francisco Melo Chalas said the licensing agreement on the USGA authorizes to FEDOGOLF to compute, certify and/or issue the USGA Handicap Index in the country through the members of golf clubs. Antonio Rodriguez provided the details of the Handicap and Course Rating systems.
Also present in the activity were FEDOGOLF executives Carlos Elmúdesi, vice-president; Rafael Garcia, treasurer; Jose Hernandez, vice-president for Mid Amateurs and the vocals Leo Sanchez and Rafael Villalona, and Carlos Lizarazo, executive director.
Melo said the USGA handicap system aims to assure that the players can compete fairly regardless of the course in which they play in or out of the country and the agreement gives FEDOGOLF the exclusive right to use the system as the mechanism to determine which courses are within their geographic jurisdiction. The system measures the factors which affect the difficulty of play in a certain golf courses.
The USGA handicap system was established in 1912 and is the regulatory element of the USGA Golf Rules.
The FEDOGOLF executive noted that the license is a very important step for Dominican Republic’s golf clubs, tourism resorts with golf courses and golfers in general, given the country’s boom as the Caribbean’s leading golf destination.
FEDOGOLF said the agreements accomplish a main goal, which is to obtain the USGA handicap system’s application and universal coverage, so all Dominican golfers can get their USGA Handicap card.
Dominican Republic becomes the 51st country and 14th in Latin America and the Caribbean with a USGA direct handicap license, and joins 92 state golf associations in the United States which already have the USGA authorization for its rules, becoming a member of this international family.
Melo, who called the signing of the agreement a historical step for Dominican golf, added that regional seminars and workshops will be held so golf clubs and communities can become aware of both USGA systems, in a simple and easy-to-understand manner.

I agree if you contrast this to other stuff that's happing in the DR right now this may be of little significance, but at least it provides some positive news.
