SANTO DOMINGO.- Dominican Republic again claimed the title of the world’s Major League Baseball's top talent factory on Wednesday, when the Oakland A’s signed Michael Inoa, a 16-year-old, 6-foot-7 right-hander who throws 94 mph, to a landmark $4.25 million bonus.
