Santo Domingo.– Former top prospect Angel Villalona, whose career looked to be over
after a 2009 murder charge in the Dominican Republic, had his work visa
approved by the U.S. Immigration Service.
The San Francisco Giants
expect him to be at Scottsdale Stadium when position players report February
23. Villalona, 21, has not stepped foot in the U.S. since 2009, when he
was arrested and charged in a barroom shooting in La Romana.
After spending two years in jail and under house arrest, all of the
charges against him were dropped. A civil suit by the victim’s
parents was settled as well, according to press reports.

As an U.S. citizen, I'm angry that the U.S. government and the Giants would even consider giving him a visa.... Basically, they're saying that as long as you can play baseball then you can come to the U.S. even though you committed a crime. It took me 14 months and a lot of money just to get a cita date with the U.S. consulate for my wife... This guy just was at home and probably went to jail on the weekends.....

I checked out the game between Perth and Melb. It was entertaining. They play 2 of 3 to determine the champ. I think your Aussies will have a decent team in 10-20 years.
As for this prospect, The Giants desperately need help because their Star catcher was seriously injured last season and the team doesn't really know if he'll ever be the same.
It's a Big Time Business worth billions and DR isn't the only country looking at the final goal.

The charges were dropped. This person is not guilty. Why would his visa be denied? He will become guilty when he enters amercia and commits a victimless crime and then enters the prison economy.

THE FAMILY of the deceased is the one to Blame for his freedom, the cahrges were dropped becasue THERE WAS NO WITNESSES, and no further Proof!! so the acusation can not be sustained on a court of law, FAMILY AND WITNESSES were Paid a Big amount of money and that was it...

Eye-witnesses are not the only form of evidence to to secure a murder conviction.
For the family to be able to sue for compensation then they need to be able to prove he did it, at least to the civil standard. In most countries they would be guilty of impeding the course of justice if, in return for money, they refuse to testify against him.
Now he is laughing at the Dominican criminal law system, justifiably, because it is a joke, a tragic,sick joke.

There is no doubt justice is very erratic , unpredictable and very different in this country . However in this case , where there seemed to be no doubt that Angel was guilty of murder or at least manslaughter , the family received a very very large amout of money and if properly managed it will be make then confortable for ever,The fact that this man is now millions of pesos poorer and has been released from prison is the result of a written agreement between the lawyers for the family and the lawyers of Angel saying something along the lines that the family do not want Angel prosecuted becaue they now unsure if he was the killer ,,If the family had not signed the paper he would still be behind bars , Very different way of justice but not without a few redeeming features

There is no comparison between this case and the O. J. Simpson case. Simpson was tried for murder in 1995 but the prosecution failed to prove his guilt "beyond reasonable doubt". He was later sued for wrongful death 2 years later. In a civil jurisdiction, the onus of proof is "on the balance of probabilities", a much lower standard. His murder trial was not dropped because of a deal with the victim's family.
In civilized countries, murder is a serious offense against the state and cannot be "settled" with money as it is in this corrupt banana republic. This is symptomatic of the general attitude of Dominicans of "me first, to hell with anyone else or the country". If you have plenty of money, then there is no deterrent to murder. No wonder they worship money, pretend to have it, and will do anything to get it, short of working hard for it.
My question is, what happens if the victim has no dependents or family - you can kill them for free?

I a true democratic society, with real rule of law (even the "backward ones" without a METRO) will supersede the family interest, whether truly altruistic or bought and paid for. No matter if the family was opposed to his arrest, prosecution, conviction and sentencing, the public’s interest to enforce the law equally, so that no one is above/below law and the victims’ rights are protected.
You would think with our modern world statement president, Lie-onel Fernandez, who also happens to be a “lawyer” and is currently the Capo di tutti capi of the Dominican judicial system, we would have moved towards that direction in three unfortunate terms he has had in office.

Murder is a crime against the victim, the victim's family, and the state. Punishment is primarily to act as a general deterrent against other potential murderers, and a specific deterrent against the perpetrator re-offending. The punishment should fit the crime. You take a life, you lose a life. However since juries sometimes get it wrong, and execution is irreversible, life imprisonment is appropriate. This is a big expense for the state. Yet as you have forfeited your life, you should also forfeit your assets to the state, too. This can then go in to a common fund to finance the incarceration of criminals, and to compensate victims and / or their families, but based on their level of loss, not the wealth or otherwise of the particular offender. This is appropriate since the state has some responsibility to protect citizens from crime.
