Santiago. - The Business Software Alliance (BSA), with the support of Santiago’s Office of the Prosecutor Tuesday began the campaign “Santiago says No to Piracy,” to warn the Cibao (north) region’s businesses on the legal and computer risks of using illegal or bootleg software and to promote a safe, innovative and legal digital world.
BSA representative Jaime Angeles said given the campaign’s success in the Capital, where around 1,000 companies registered voluntarily and got certified, the BSA moves to Santiago to combat piracy in the country and to promote innovation.
He said studies have shown that violations to copyright laws jeopardize foreign investment and lowers the number of good jobs, the norm in the software industry, and that users of bootleg software are exposed to viruses, worms, cybertheft and other crimes.
“We know the current high rate of piracy concerns the Dominican Government, given that if we manage to reduce the piracy rate 10 points (from 79% to 69%), we could add US$47 million to the economy, increase the local technology industry’s income by more than US$31 million and generate an additional US$3 million in taxes necessary for the country’s development.”

This looks good on paper; but the reality is that paying US $5,000 for a legitimate copy of OutoCAD 2009 is well beyond the reach of many companies in the DR. One will be hard pressed to make the case for paying that much cash for a product that is readily available on any Bittorrent site...

Your right, buying legal software for DR businesses may not be viable unless they have government funding or government contract where money is not an option.
The normal guy on the street probably cannot afford to have legal software.
Unfortunately there is always a motive behind these kind of things, probably the small group of people who control licensing have links to the government. Where if successful there will be enough food for everyone if you know what I mean. I bet you could count in your hand how many people in the DR are official Microsoft distributors/integrators.
This was proved a few years back with Mr D Tavares and his buddy with the E Gov project, look that one up. The man himself had to stand up to the plate and swallow a piece of that to smooth it over.

My question is: Are these CDs/DVDs produced in the DR (You can download the *.iso image from a bittorrent site; but you have to "burn" the image on a CD/DVD). If so, are they sold anywhere else other than DR...?

For the software industry this could be a doble edge knife because people may start looking for alternative in Open Software and find out that the quality is much better than paid software.

Actually the quality of open source is much better due to the fact that Bugs in the software get fixed faster and the software cycles is about 4 times faster than any Software company. The cost for open source software is much lower because a lot of people who work on it do it because they like it and are not paid. Plus they are better organized and have a lot more people cordinating who is doing what. For example i can built a full working website in about 1 week if you take to a software company that would be 2 months just because i can coordinate better and aviods confusions going around. Most open source programmer are also a lot more experience and usually work as Lead programmers for software companies and do open source on their free time.
