Aeronautical Radio, Incorporated, ARINC, provides the technology, computer data networks to process passenger information such as passport id information, passenger list and flight details between the airline and the destination country. The information is transfered to countries that require advance passenger information to compare data to no fly lists

What has happened in the past is the passengers boarded and the information was transmitted after the fact. Passengers with questionable credencials upon arrival at the destination were detained. One of the obvious risks was and is if a passenger is a threat to the aircraft he is already in place to carry out his ill deed. If he is not desired by the authorities at destination the airline would be responsible to return him to the airport of origin at their cost. These risks make a strong case for the airlines to know in advance who the bad players are, for their in flight and economic security
