Santo Domingo.- The Metropolitan Transit Authority (AMET) will receive a low interest loan of US$36.0 million from the Korean government, to implement an intelligent system to control the city’s traffic chaos.
According to the announcement Monday, the funds will be used to install more intelligent traffic lights, cameras, speed radars and a traffic control center.
Speaking in the presence of Korea ambassador Park Dong-sil, AMET director Jose Sanz Jiminian said the loan would be payable in 40 years at an interest rate of 0.02%.

Normally when I drive in the U.S or the DR and encounter the same situation I slow down or stop depending on traffic conditions and when I cross I do so with caution. The idea being trying to avoid in many cases myself the target.
I'll blame both....weather, road conditions, man made decisions a driver while driving makes at approx. 3-5 decisions while driving at any one time.
The driver while driving is in control.

RobertJose ,,yes all the tunnels and overpasses are great if you are going along Kennedy or 27 de febrero but if you are tring to go in the other direction .north to south and south to north , it is a disaster ,,,Churchill and Lincoln and Tiradentes are impossible.
I do not know if the Metro or a sky train is the answer but we need better transport than taxis publicos

there is a street in Brooklyn called Linden Boulevard, which is one of the longest streets in the city. if you get on at Cross Bay, and you maintain a speed below the speed limit, you can catch all the green lights, for miles. if you exceed the limits, you will defeat the synchronization, and end up going slower. the issue is not the system. it is the DRIVER. the driving here is too indisciplined. everyone wants to be in front of everyone else, so they cut in front, switch lanes frequently, and cause chaotic traffic breakdowns. besides, too many people enter the main artery from side streets , slowing the flows. until driving habits are addressed, there is no hope for alleviating breakdown. it is not hard to defeat the red light runners. unmarked police motorcycles, with a walkie talkie to radio ahead to another motorcycle the description of someone who ran a light.

As it is with most other issues concerning attempts to moderate/modernize the running of our nation,
most of us, foreign and nationals, are likely in agreement concerning the futility in trying to improve the present attitudes and ass-backward behaviour of life in the DR.
We're total jackasses in most everything we do. Nothing will change until our new generation has had a chance to spend a good part of their young lives in school learning what it is to be civilized by changing our beastly culture and the "me-first", mentality.
Until then, heavy-handed methods (jailing, impounding, stiff fines), will be the solution....maybe.

O.K. so the millions of dollars spent on the metro and all the new expressways don't alleviate the traffic? Hummm. So now we are talking about borrowing millions to install traffic lights? Really? Why can't the Dominican government request a loan to build homes or to pay for schooling? Mr. Fernandez is relaying too much on foreign loans for cosmetic changes. The D.R. will become even a greater slave to others due to all the loans. I feel very bad about the future of all Dominicans. Changes that could have been done slowly over the years without borrowing money are now trying to be "qicked-fixed" with giant loans. That's very sad, and it is very unsettling.

you do not need to be ¨able to afford a 2k ticket¨. it is not mandatory. you can easily avoid it by obeying the rules of society. surely, there are going to be instances when a motorist is unjustly accused by a traffic cop, but that does not mean that the idea is not appropriate. if we were to judge the merits of an initiative by its susceptibility to corruption, then we would all go home, close the doors, and never go out in public, ever again. drastic diseases call for drastic medicine. when you are forced to pay a stiff fine before you can get back behind the wheel of your own car, maybe, just maybe, you might think twice about running the next light, and endangering life and limb.

we like to drive very fast, we try try and park our cars going in with the front of the car into a small space forget the stupid gringos they pull up to the 1st car and try and back into a spot never have i seen any thing so stupid, the gringos pass on the left side side we do it correct by passing on the right side of other car most gringos stop at red lights and stop signs we do it right way f.....k the red light and stop sign they are very stupid,
but the best is yet to come what i really respect is the moto drivers when they come out of a side street into a busy thoughway they dont stop they just make a right turn without stopping or looking.
see we are the best when it comes to driving think the pres. should build more super highways for us.

danny, i must admit that most of everything you post makes absolute sense. we live the lives that we do here because of the way we choose to do things. i have seen guys on scooters and motorcycles flying out of an alley, across the sidewalk, and into the main street, without slowing down. it is the responsibility of the people on the sidewalk to protect themselves. be prepared to jump out the way when some lamebrain decides to endanger your life. i just love it when people simply ignore no entry signs, and drive the wrong way down a street, because they are too LAZY to go the right way. then, you get into a wreck with them, they claim it is your fault..no es mi culpa.

yes, it is the same lack of respect that animates some people to put their speakers on the sidewalk, and blast the rest of the neighborhood with loud music, at all hours. the people who do this want to hear music. they do not care whether or not you do not, and would prefer a moment of silence. what matters to them is what THEY want. so, their driving manifests those social disorders. they want to be at the front of the line. they want to be the first to go through the light. it is no different than the guy who comes into the colmado, and wants to be served first,even though 10 people were there when he arrived. don´t belive me? buy a ticket for the Caribe Tours bus. watch how many people break the queue, from all sides, the guy at the front can end up getting on last. it is the mindset, and it is reflected in the driving.

When we built our home in Vista Hermosa, SD East, we thought it was nice enought and far enought away from the overbearing, impolite, vulgar, unrefined and uncivilized people we had left behind in the Los Minas area.
That is, until the savages moved in next door to us. Now it's nearly impossible to have a day's worth of peace and quiet.
Who wants to buy a nice house?...........cheap.
