I have another question:
If the hotels are trying to stir up more occupancy, why they just don't lower the rates for Dominican residents like they used to in high season as well?
They are always trying to stiff the Dominican residents with higher rates than you can buy from travel agencies outside in the US.
This works against common logic.
Of course they claim Dominicans eat non stop at all times, they get drunk beyond help, are loud and profane, and they steal towels and other objects from the hotels.

sadly, generoso, i have heard the same complaints you enumerated, repeated by tour operator and hotel types . dominicans are not fit to be in the company of foreigners, because they pollute the environment with their bad behavior, they eat like horses, and steal anything which is not nailed down. strangely, in all my time in this country, some of the most inconsiderate, rude, and antisocial drunks i have ever see come in on flights from abroad. but, all men are equal; some are just more equal than others.

Our inherent loudness and propensity for eating and drinking to excess is forgivable, for we are excitable and engaging and happy people. Western cultures are generally more subdued and eschew such behaviour, although anybody who's been to spring break or sport venues could argue to contrary; I have no problem with that.
On issue of stealing, however, I differ with your position/comments. Certainly, our elected gov't and employees, military officials, etc., don't set good examples; deceit and thievery seem rampant and institutionalized into the Dominican fabric.
I am so proud when I casually meet an unknown Dominican and he extols my father's virtue as a very honorable man, especially when he held various important and high-ranking gov't positions. He rose above the fray. Dad, I love you!
