Santo Domingo.- The New York Times today reports on the challenges to develop the area of Miches, in Dominican Republic’s northeast, where the Cisneros Group recently announced an initial investment topping US$2.0 billion in a project called Tropicalia.

“It is 60 miles from the nearest airport, a three-hour drive on roads so bad the trip can be nauseating. Electricity is erratic, drinking water is contaminated, the beach in town is littered with trash and nearby rivers are either clogged with an invasive weed or plagued by silty agricultural runoff that threatens the fish on offshore reefs,” writes

It quotes Donald J. Melnick, of Columbia University’s Center for Environment, Economy and Society, who has been working closely with the Cisneros Group on the long term development goals in Miches, and narrating his experiences. “They said, ‘Look, we are poor, we don’t have very much, but we have Miches,’ ” adding that “ ‘But with all this development going on in the Dominican Republic, if you come back in 10 years, we will still be poor, but Miches will not be ours.’ ”

“That is what the project intends to prevent,” and adds that the Cisneros Group, a Venezuelan company that owns about a half-mile of beach out of town, paid for materials to build such bare necessities as latriens, “and community residents did the work.”

Again quoting Melnick, the reporter Cornelia Dean, of The New  York Times, said it was crucial to find an approach that would be “acceptable to fishermen, government agencies and science.”

It also quotes John Gagain, a Government official who’s also been involved in the ambitious project for the all-but-forgotten town, comparing the lopsided development of two areas not even 50 miles apart. “When you spend so much time poor and without any hope and any education and right next door is Punta Cana — they say, ‘Why not us?’ ”. “They need at least a foot on the ladder of development.”

Don't the famous "Elliots" own some land in this area? What about the old dominican homesteader, who have lived and worked these lands for decades? Have all the Title questions been worked out? I know the Cisneros have loads of money to fix most any problems that may arise, but ????? Like everything else in the DR, only time will tell. When I see the infrastructure being constructed, then I will give them 15-20 years.

Sensible development, with consideration for local populace should be good for this area.

We must be careful, however, that past mistakes from those other famous resorts are not perpetuated.

This must be a totally symbiotic relationship between investors and community, where a significant portion of tourist income finds its way to the community in manners beyond menial jobs.

I would further advocate, strongly, sparse development and away from the water front, to ensure that natural beauty is preserved and attraction to foreigners and locals assured.

Some beaches, if not all, must clearly be preserved for public access, for we are not to become squatters in our own land. In any case, the national patrimony must not be squandered, even if some blood must inevitably be spilled

Cisneros is a good man and highly respected and the area where he is building will be transformed into a resort that this country will be proud of ..any genuine concerns that either the residents of this area may have I am sure will be fairly dealt with . I am so glad that he is spending his hundreds of millions of dollars in the DR and not in another island. This is no dodgy project but is a legitimate investment by a man who now spends a large amount of his time here and genuinely loves this country.

As for the beaches in DR, I believe we should follow the Puerto Rican example, where the beaches cannot be privately owned and accessible to everyone. That's the way I remember it, but I have not been back to PR in nearly a decade, so I don't know if that is still case. I hope it is, however.

I have no interest in copying all of the bad practices exercised by many nations and communities throughout the world. Culture and intelligence is what separates us from animals. We occupy a higher status in the food chain, so we must do better than them.

What, in your mind, makes DR attractive to tourists? Inevitably, some come for the wrong reasons, including prostitution, drugs, gangs, running away from the law and those "all you can eat buffets". Wish all of those would find another paradise somewhere else, they are not really good for us and only set us back.

What separates us from other competing tourist destinations? I believe it's the abundant natural beauty from white sand beaches to rivers mountains and lakes; our unique music; our terrific climate; our size and location; our history; the whales and manatees; etc.

If we tarnish this beauty permanently by erecting buildings and mega hotels on them, then we will enjoy a temporary advantage but a long-term disadvantage. Once the area has been committed to a resort only those staying at said resort can enjoy its beauty and other natural attributes, and many locals and visitors would lose access and never enjoy the panorama, ambiance. Many painters, poets and song writers would go uninspired and miss opportunity to achieve greatness, entertain us and elevate us as a nation.

So you see, Danny, we must vigorously guard these assets with which the creator has endowed us, be good stewards and preserve them for present and future generations to enjoy.

glomarexplorer..what makes people come to the DR..you ask. Most of the tourists coming here are budget type low income tourists..with the obvious exception of those going to Casa de Campo and Cap Cana..so the number one consideration is price. This is especially true with the AI packages where nearly everything is paid for in advance. There are some other considerations but by and large you do not have designer goods for sale at Bavaro,at Puerta Plata, at Bayahibe etc . We are not a Monte Carlo or Nice . if you ever look at some forums on other sites tourists always ask if it is safe to leave the hotel and few do
I am sure the Cisneros project will be at a higher end of the market and the guests will be more discerning and of greater economic benefit to the DR..

Ricardo,

Perhaps part of our problem with tourism income is that we've may have eschewed quality for quantity. If predominant tourist demographics is "budget tourists" at "AI" then, shouldn't it behoove us to effect a paradigm shift, so we could make DR more attractive and get these people out of these resorts to spend money locally, enjoy the natural beauty and attractions? This should benefit everyone: hotel owners, locals and tourists.

I welcome all decent and respectful tourists; however, I prefer those who also help the local economy and go on to be best ambassadors for the country, based on their obvious enjoyment of same.

no calls to government to divert scarce funds to putting in insfrastructure for his project. after all, money is limited , and we know that education and health suffer most in budget crunches

demands that fair hiring practices be put in place, so Dominicans get to rise above the level of water boy and short order cook.

venez will help to turn this into a paradise for Dominicans and visitors alike. Beaches need a little planning but I don't know what the answer is. Tourists can be put off by Jeeptas arriving with 1000 watt amplifiers and a crowd of 500 with large quantities of rum. Dominicans may not like tourists exposing themselves etc. The USA is falling like a house of cards. Countries of Europe and true Latin American democracies such as Venezuela will assist the DR.. Probably the way forward is to enforce and increase property taxes - provide for an amenity tax ( clean beaches etc ) services charge increase to provide for more water for the people and an education tax to help pay for more education.

The DR should should try and move away from the all inclusive model and try some eco tourism - sustainable development that doesnt ruin the environment .

Its biggest draw is the natural scenery, beaches, landscape. - Its a little more difficult to pull off but a better long term investment.
