Santo Domingo.- The long awaited announcement by Venezuelan tycoon Gustavo Cisneros on the construction of an ambitious project in Dominican Republic’s northeast came today, called Tropicalia, at a cost US$2 billion.

He said it’s an ecological, sustainable tourism project located in Samaná Bay, Miches, El Seibo province, expected to become one of the Caribbean’s most exclusive tourism destinations and a force aimed at revitalizing the impoverished zone’s economy.

Speaking in the American Chamber of Commerce’s monthly luncheon in the presence of president Leonel Fernandez and numerous business leaders, Cisneros said his group will initially invest US$485 million during the first three years and from now on an additional US$1.5 billion in the next 20 years. “The final result will be measured with the creation of 3,000 short term jobs, 6,000 new ones in the medium term and 14,000 positions in the long term.”

The tycoon said his motivation to build Tropicalia was to materialize a socially and economically balanced project of tourism development, based on sustainability and cultural inclusion.

Are you guys kidding me? This initiative should be applauded! The positive economic impact will be felt for years to come impacting probably multiple generations of local residents. I welcome these kind of investments into our country. What does the natural beauty of samana area do for the unemployed local inhabitants who have family to feed. Two thumbs up to Leonel in bringing much needed investments.

Lopez, we have sung that song many a time and oft, every time some guy proposes to build a new hotel, or some such thing. what i want to see someone do is to show me economic data regarding the positive effects on the country. when i say positive, i mean NET POSITIVES! show me where the positives outweigh the negatives. no more simplistic anecdotes about Fuasto getting a job as a gardener in the new megabucks casino, when he had heretofore been unemployed. do people believe that the country does not lay out anything to get tourism. guys just come here with big hotels, and everybody becomes a chambermaid, or valet parker. what do we give up in the process, and is it worth it? it might be, but show me how!

as usual, useful and informative insights from Enrico, who, given his way, would turn the entire country into one big hotel and golf course playground for the wealthy, and give every dominican a job as chambermaid, and gardener. all the properties would be run by foreign overseers, with most of the money going to Europe and North America, because, you see, islanders have no real need for real jobs and real money. a bottle of presidente and a dancefloor are all them natives need. and a place to breed, of course. genteel, civilised first world types need 81 cents on the dollar of the tourist intake. they have to pay big bucks to refuel the Lear Jet these days. by the way, Enrico does not need to do this. it is almost like that already. he only wishes that he had had a greater hand in it.

Anyone driven to Miches lately?

Between the washed out bridges and the minefield remains of what used to be a road, you best be driving a motorcycle with loads of travel.

Miches is one of my favourite retreats. It is in a very forgotten part ( aside from the drugrunners) of the country and is almost a country within the country, due to this remoteness.

Unfortunately this sounds like another La Perla development....talk big money, but that's about it. Seen too much of this lately. Time will tell, but the reality is, first a road has to be built. One that will support the equipment required for the building of the complex and eventually the first guests, who will be traveling about 2 hours on a good road from Punta Cana or La Romana.

Dread, I completely understand your point about the majority of the wealth going to foreigners meanwhile dominicans are stuck with low paying jobs. But the majority of the dominican population are un educated and have no high level job skills, so until the population gets an upgrade in education they will be stuck in the side lines during major projects as the one above. The big picture here is that investments like these are welcomed because we are a capitalist nation and the positives outweight the negatives.

Lopez I must agree with you, I went to Samana, and the locals were telling how amazing the new found tourism was to their province. They said before tourism, they were just scraping to get by. I guess its better to have something than nothing. Though, in the long term, I think the DR government should provide the general population with better education. I think there should be an incentive to drive engineering and IT programs in DR, this would help dramatically.

I think this is wonderful for that part of the island which is in sole need of fresh investments and sources of employment. I took trip out to Miches and El Seybo and they are beautiful places but full of poverty. I am not saying this will solve it all but atleast there will more jobs in the area which are needed.

managers? how many managers of these hotels is Dominican? hey, ojeda, provide me with a statistic which enumerates the percentage of dominicans holding the six uppermost echelons of the hotel managerial totem pole. how many hotels are there, and how many are managed by dominicans? assistant managers? and so on, and so on, and so on. if you are going to rhapsodise the glorious benefits of tourism, when locals get to shine the managers Spanish shoes, then i have a problem with that. i offer no apologies to anyone when i refuse to gush with gratitude when gringo opens a resort and shows me his benevolence by giving me the job to take out the trash.

Of course , everyone knows it is a wonderful thing that Señor Cizneros is investing so much into this country and as he lives here also for a large part of the year , I am more sure that he has regard for the people in this country than those hotel and sugar industry owners that live overseas. What does the country get out of this ..well for a start , hundreds of poor people will be much richer as they take the various jobs and those Dominicans that now have started to produce quality meat and vegetables will have another market

The country's GDP per capita stands at over US$8200, and has been increasing steadily at just under 4% per year since the early nineties...............Do not listen to Dread or Josean they want to drive the investors into the ocean and dig up the golf courses

dread you bring up interesting questions which I do not have the answer to but I do know that there are many unskilled laborers in this location which would love to earn a living in a hotel as long as it is an honest job. Stats I do not have and neither do you (and if you do please share), but the point is that poor humble Dominicans will benefit with jobs in these resorts.

to foreign travel agents who sell the packages in foreign countries
to foreign owned airlines that fly the tourists here
to foreign management personnel, who expatriate the money to their countries of origin
to foreign suppliers of food, beverages, equipment, liquor, consultancy fees, and other ancillaries too numerous to mention. hence, when all that "leakage factor" is put into the equation, we get 19 cents on the dollar (at least up until last year.) and, i am tired of RickRomana

Actually I was hoping that the bed tax could be raised a little , that a small withholding tax could be placed on profits made here by overseas owners and that the 19 to 25 cents made here would rise rather than fall ..I was also hoping that the tourists in this resort whom I think will be well healed would spend extra money while here ,,We need to more than just have the normal trashy tourist trinklets and may be a good art gallery would be an idea close by and other stores with readily and easily exported Dominican goods ...Just like in India when many visitors return to their homes with Persian carpets and also pewter

It never fails to amaze me how some think they have the right to require a private investor to justify his business plans with dopes here:) HOW ABSURD...

This is NOT a GOVERNMENT deal with TAXPAYER money that needs to be justified. "NOT that tat would ever happen here either" What really makes me laugh is "DREADLOCKS" who not only ISN'T Dominican with roots here but he doesn't even LIVE here. What a joke if it wasn't so STUPID it would be FUNNY.

Trust me everyone, it is my business.

You can count on:

1. A generation has not been born yet that will see this project completed!
2. He may start it but the one that will finish it will be the one that buys it from his heirs for pennies on the dollar out of bankruptcy.
3. This is a ponzi scheme based on him and lenders putting matching funds based on real estate sales. Speculators money! And when the Speculators don't show up the party is over.
4. Too ambitious to succeed and has never ever succeeded yet.
5. After he sells Condo Hotel units to all his rich friends the project will fold.
6. Has no track record to attract lenders and won't put his personal guarantee's.
7. He will have to build an airport and buy some airlines to come in too.
8. This is pay back to LF for other favors.
9. He underestimates (like all) the costs.
10. Big projects on cheap land never work.
11. He will have to move all of Venezuelas rich refugees here to break even.
