Santo Domingo.- The beaches are Dominican Republic’s tourism’s sweetest caramel but the fact its capital doesn’t have one is a disadvantage for the Santo Domingo market.
“If the situation could change in the medium term it would become the second most important tourism region second only to Punta Cana-Bavaro,” says a report on diariolibre.com by the consultant Juan Llado.
The idea of an artificial beach for the capital coast is not new as the project was in the offing during the city’s Mayoral tenure of 1982-1986, to give the city an attractive recreational option for the population and tourists.
It was perhaps that interest which led the French company Sogreah to draft in 1987the first tentative project for Sans Soucí beach, built before the 1960s as the wave breaker for the Ozama River’s estuary and port.
Sogreah’s plan included hotels, a marina, convention center and four beach alternatives to protect the swimming area from the waves’ constant onslaught. A group of experts selected what they thought best and led to the current location.
But its study confirmed that Sans Soucí beach’s expansion is quite feasible, at the cost of US$17 million then.
The most recent proposal for new beaches is from the Spanish Group Acciona, as part of the discarded project Artificial Island, which included the creation of a lake between the coast and the new soil.
President Leonel Fernandez abandoned the project, despite being approved by Congress, to calm an irate public opinion. It visualized three beaches; in front of the Meliá Hotel, in the small beach at Güibia and in front of the Vesubio restaurant.
“Though praiseworthy, these pretensions aren’t financially viable in the medium term. The necessary resources will have to come from the central Government and the fiscal perspective isn’t good in the short term,” Llado says.
He said the current beach at Sans Soucí has been leased to a group of companies led by Vicini, which is now creating a mother port for cruise ships, although there has no announcement of any beach project. “Needless to say it would convenient for the city to have beaches. The arrival of cruise ship passengers and tourists from Bavaro-Punta Cana will be enormous with the development of the mother port and the Coral highway.”
The tourism expert suggests an agreement between the Santo Domingo Hotels Association and Vicini to develop Sans Soucí beach. “The first could convince the second of the great mutual benefit. And although the capital’s inhabitants wouldn’t like a steep incline, they could also access even if they have to pay.”

Anything west of the River Ozama outflow would be a disaster and a total waste. The amount of mud/silt, trash and sewer that flows following any rainstorm would make any beach unsuitable for human use. Some folks have there heads where the Sun Don't Shine. A large man-made beach east of the river would be a costly item to maintain.

Not to sound like a fatalist as some have suggested, but a realist cannot help to wonder if this trajedy is not going to strangle a Dominican economy that is already choking. With the new wave of displaced refugees will come increased and insurmountable crime and security problems that will scare away any would be greedy foriegn investors from even wanting to build a sand castle as well as putting a stake in the heart of tourism . The goverment and travel agencies will soon be posting thier travel advisories that are designed to scare away all of those ''lonely planet' tourists that are afraid to relieve themselves if the book doesnt suggest it. The crisis in Honduras was not even close to this and in just 5 months, the country has suffered economical disater as a result of tourism coming to a hault .

Playa Dorada has just closed down most of its 2 star all-you can eat burger resorts to make way for the new condo boom . Infiniti Blu(the can of worms is open again) has posted its virtual design for its development plans on Sosua beach . The only thing thats been keeping the shovels away is the soon to be re-wriiten constitution that will allow and guarantee new investors the right to priivatize its beaches . The minister of tourism just did a grand tour of the north coast and conducted meetings in Sosua and Caberete about plans to stimulate tourism in the north . They have already begun refacing the malecon in Puerto plata.

Every one I would subit this for consideration. If just a few things were changed the DR could be a first workd power.
One we have a year round climate that allows for an agiriculture based economy.
Two the amount of remmitences should allow high standard of living based on the amounts, If the money circulatated around the economy two or three times before leaving then it would truly make the DR a very rich country. What happens is the money goes to buy somethhhing imported and they money then leaves the island again.
To be critical of these things is not negetative about the country but it is the desire to change what is wrong.

I agree with Josean and Belly, the DR needs schools ect, and what it gets are pipe dreams of projects not needed, not wanted and do not benefit the country as a whole.
Yes, the govt. wants the tourist dollars to create recreational options, the sweet caramel, to benefit: the tourists, a small part of the population; and to quench the appetite of those who will gain monetarily from such undertakings. It is about time to turn some of tourist revenues towards long term growth of the country such as education and arts will benefit everybody.
Tax the international tourist/passenger with a $2 per head education and arts tax. If marketed this way I'm sure the tourist would not mind knowing the monies are going toward edu/arts. This tax revenue would be transparent, very hard to hide because the internat'l passenger traffic figures are public record. Number of passengers through ports x $2 equals the edu/arts revenue.
I lament the latter will not happen because it makes sense.

The issue that is forgotten is we all have different experiances to use as a point of reference. As an example mine is from retired enlisted US Navy. I have seen the world but usually the seedy parts of every country.
If we state our view and back up with what we have experianced whether education, researched or just gut reaction then this is good. Then each of us brings our experiance to bear and possible incease each others knowlege.
If the government truly wanted to do some unique attraction on the ocean front of SDQ then a simple one time waver of the 60 meter law to allow a fishing pier with the added attractions and have an auchion for the right to do so and give the group purchasing the right a preapproved construction permit and a time limit for completion.
No tax money spent and call it a day. Something unique for the Island and would be of benifit the city. There are stretches of miles of unjused sand. This is like an indoor ski slope in ALaska.

Guys, it is interesting that Samana came up, since i have been there whale watching, yes you can actually go whale watching in the DR, no need for Alaska BTW. iT can get scary at times, but after a while you simply concentrate on taking pictures and the fears disappear.
Also, we paid this Tiburon, $20 U.S. for a tour and a bit of history of Samana Peninsula. What happened next was a bit of a surprise. the guy spoke English, just like an American from HARLEM and I asked him are Dominican or American? He proceeded to tell us the story about how Samana came to be.
He told us that Samana was actually founded by a group of African Americans that migrated to the island at the turn of the 18th century and settled in there. Moreover, he told me that the group of African-American who migrated could have been as large as 800.
I really did not pay much mind, but long and behold, the guy was right. The travel magazine had an article on samana and talked about the African-Americans

I think they should research this project very carefully. As it is now, there is hardly a place to park, let along accommodate tour buses, etc. I can just see half-naked tourists trying to cross George Washington Avenue, to loll on the "beach", while the sharks are circling! The waters off the Malecon are dangerous, shark-infested waters.
But this corrupt government will do ANYTHING for more $$ in their offshore bank accounts! They don't care who cleans up their "mess" once they are out of power. The country is beautiful, and is being ruined bit by bit, amendment by amendment to the Constitution. And the majority of the people in DR don't bother to complain. APATHY set in decades ago, when they realized that Trujillo was replaced by one corrupt "President" after another. And another. And another. Etc.

Every square inch of beachfront property is being sold off to foreign interests. My husband and I were in Las Terrenas last weekend. The town looks like the Wild West. Noisy motorcycles, with tourists hanging on for dear life, prostitutes galore, etc....the place is still in its "growing" stages, but there really isn't anything to see there. We were told that if we wanted to see pristine beach, to go to El Coson, about 15-20 minutes away, which we did.
Unbelievably beautiful area, but we could only see about 200 meters of beachfront, which is owned by a foreigner. There rest has been barbed-wired, closed off, beautiful manroves of coconut trees, just waiting for the construction crew to destroy them. I saw real estate signs by a company called "Atlantique Sud" (whoever they are, I'm sure they're not Dominican), and by Greeks, etc.
DR does not belong to Dominicans any longer. DR belongs to the HIGHEST BIDDER.

There are private homes on the water, but they are not walled off. The high walls in Las Galeras, Punta Cana, Bavaro, etc. send a message that "you are not to enter"......frankly they are ugly as heck, and remind me of concentration camps.
Also, in the DR, there is a law on the books, that the beachfronts are the property of EL PUEBLO. But you'd be hard-pressed to find the "slim path" (and I mean slim) to the beaches. My husband and I looked and looked, and quite literally, the path was narrower than an arm's length. The poor or regular folks cannot access these paths, since there's probably only one every few miles or so...and no one knows where they are! We are lucky we have beachfront property in Juan Dolio, or we'd never get to see the Caribbean Sea!

I hate to say this, because Dominicans are a wonderful people with lots of spirit, but I think the Trujillo era erased any real desire for people to stand up and fight. There are no real statesmen or women (my favorite is Salome Urena) anymore.
I have my bets on the young, the university kids. They are starting to WAKE UP and STAND UP. Hey, that sounds like a good demonstration slogan!

Will do.......but I make it a point not to get involved in DR politics, as I am an American citizen, and it is maybe not a wise thing to do!!! My father was very involved in DR politics, he was first a diplomat under Trujillo, until they became enemies, and he is well-known for his "antics" against Trujillo .....I've had one uncle killed under Trujillo, and another jailed and beaten. My father's mother , my grandmother, had most of her land "appropriated" and then later returned (most of it, anyway) under Balaguer.
If I WERE to get involved, I'd try to "unionize" the maids/chauffeurs, etc. They could pay into the dues about 20-30 pesos a month, and would get medical care, union rights (strength in numbers), etc. They make lousy salaries here, and the wealthy should pay more for their hard work!

One we have a year round climate that allows for an agiriculture based economy.
Two the amount of remmitences should allow high standard of living based on the amounts, If the money circulatated around the economy two or three times before leaving then it would truly make the DR a very rich country. What happens is the money goes to buy somethhhing imported and they money then leaves the island again.
To be critical of these things is not negetative about the country but it is the desire to change what is wrong.

Yes, the govt. wants the tourist dollars to create recreational options, the sweet caramel, to benefit: the tourists, a small part of the population; and to quench the appetite of those who will gain monetarily from such undertakings. It is about time to turn some of tourist revenues towards long term growth of the country such as education and arts will benefit everybody.
Tax the international tourist/passenger with a $2 per head education and arts tax. If marketed this way I'm sure the tourist would not mind knowing the monies are going toward edu/arts. This tax revenue would be transparent, very hard to hide because the internat'l passenger traffic figures are public record. Number of passengers through ports x $2 equals the edu/arts revenue.
I lament the latter will not happen because it makes sense.
Have you ever seen the ocean around Santo Domingo after a heavy rain washes all the filth out? Who would swim in that? Why not just clean up Boca Chica? Build South Beach in Juan Dolio and Guayacanes. That's close enough.

If the government truly wanted to do some unique attraction on the ocean front of SDQ then a simple one time waver of the 60 meter law to allow a fishing pier with the added attractions and have an auchion for the right to do so and give the group purchasing the right a preapproved construction permit and a time limit for completion.
No tax money spent and call it a day. Something unique for the Island and would be of benifit the city. There are stretches of miles of unjused sand. This is like an indoor ski slope in ALaska.

Will do.......but I make it a point not to get involved in DR politics, as I am an American citizen, and it is maybe not a wise thing to do!!! My father was very involved in DR politics, he was first a diplomat under Trujillo, until they became enemies, and he is well-known for his "antics" against Trujillo .....I've had one uncle killed under Trujillo, and another jailed and beaten. My father's mother , my grandmother, had most of her land "appropriated" and then later returned (most of it, anyway) under Balaguer.
If I WERE to get involved, I'd try to "unionize" the maids/chauffeurs, etc. They could pay into the dues about 20-30 pesos a month, and would get medical care, union rights (strength in numbers), etc. They make lousy salaries here, and the wealthy should pay more for their hard work!
