SANTO DOMINGO. - The Tourism Ministry asks the sectors interested in Puerto Plata’s tourism development to participate on Thursday in the public hearings on the reach of Decree 847-09 and advances of the Territorial Tourism Master Plan Cabarete 2015, aimed at eliminating the zone’s urban sprawl.
Tourism minister Francisco Javier Garcia said the decree regulates construction in Cabarete, where they’ll have to be built without jeopardizing the territory’s integrity, the characteristic urban landscape and natural resources and sports activities.
He said borders will be established in the regulatory Territorial Master Plan in each of that tourism zone’s environmental units, according to building suitability for vision and wind management criteria.
Garcia said the public hearings will begin at 2 p.m., in the hotel Viva Wyndham Tangerine Cabarete.
As to the Decree, the Tourism Minister also noted that president Leonel Fernandez approved the Territorial Tourism Master Plan (POTT) for the Cabarete Municipal District, elaborated by the Tourism Ministry, which establishes regulations such as the control of constructions based on their location and according the Plan’s guidelines.
He said the provisions also establish the division of the territory into environmental units which categorized in seven divisions, starting from the original parcels, existing models of implementation, natural coastal terrain features and the natural monument of the Cabarete and Goleta lagoons.
He said the Tourism Ministry’s Planning and Projects Department will be the agency which regulates the Plan’s controls and norms, which will have to be reviewed in a period of five years from the date of the Decree.

Planning ? it is a little late for that but let us hope this commission can come up with some sane zoning laws and new ideas before Cabarete goes completely down the drain

The investors want peace of mind and playa . Until the powers and puppets that be revise the constitution and guarantee privatization rights of property , they will not put one garden hoe in the sand . This puts The ministry of tourisms back against the wall while thier lips are against the buttocks because the last thing they want to risk happening is having the impatient capitalists take thier money to Cuba if the lights dont stay on in Caberete while at the same time seeing the North coasts fragile golden goose economy going up in flames when every last tire that once served as an inner tube raft is now being hurled in to the flames by the violent mob of angry Dominican protesters that will soon be looking for that new public swim club that Leo promised them up in the hills of the Cibao . Maybe he will fly them there on Abu Abibs magic carpet if the metro cant make it up them steep cliffs after the mud slides....?

Didn't Leonel signed off on the cement plant in Los Haitises? So he should not be trusted at all with regard to environmental consciousness.
This is going to be another environmental disaster!
We need to bring international environmental advisors to review these plans. This is a very fragile ecosystem that must be minimally developed if any, so we do not disrupt its natural beauty, fauna and flora.

There are only two hotels still operating in Cabarete; the Velero, rather exclusive, and the Viva Tangerine, an "upscale" all inclusive. (Pardon the oxymoron).
More development means more condos, when there is already a surplus not to mention stopped projects.
To rethink Cabarete would imply tearing down all the illegal constructions on the beach, but then, nothing would be left.
Cabarete's future is at best gloomy.

My understanding on the issue is that Cabarete's main attractions are the wind conditions and waves. The law just look to regulate construction of beach-front multi-story buildings that may end up jeopardizing or killing abovementioned conditions that attract kitesurfing lovers.
Now, why are we saying that it is already late for Cabarete? Where are the tall buildings?

Build condo what will you get? condo owners. Build hotel what will you get? travelers. The problem with Cabarete today is that you have no hotels to speak of, so no possible new buyers for the condo. The restaurats suffers, the buisness suffers so everything goes into a down spin. Add a bad economy you will get exactly the situation today in Cabarete. 92% of the travelers choose Punta Cana because??? Hotel rooms are available, this leaves 8% of the traveler going to Santo Domingo, Santiago Samana, Las terenas, Puerto Plata, Sosua and then Cabarete do the math. I beleive a Urban planning need to be in place before its too late or is it already to late. 12 years ago Cabarete was a small funki town with a surffer feeling and attitude, now it as become the hidout for criminals and drug dealers with money for expensive condo over a 1,000,000. Wow even the Hells Angels have found fame and fortune in Cabarete. The old farths are walking around with 16 to 20 years old girls, try this at home!
