Las Terrenas, Dominican Republic.- Legislators of the Chamber of Deputies Tourism and Environment commissions met with investors, workers, freight unions and merchants of Las Terrenas, Samaná, in the wake of on the conflicts with local Environment Ministry officials.

Different sectors of the tourist community organized the meeting held in the hotel Alisei, on complaints that Environment drags its feet in issuing permits and harasses promoters.

Environment commission president Mario Fernandez, and Juan Maldonado of the Tourism commission, said the locals allege that Environment officials have halted around 30 projects, and has led to higher unemployment and a drop in sales of construction materials among others.

They said the people also denounced extortion against some promoters.

Although Environment minister Jaime D. Fernandez Mirabal didn’t attend, in a statement cautioned the promoters to comply with the Environmental Law, to protect the natural resources. He said he will meet with Environment representatives so they explain why the projects were halted.

Fernandez Mirabal and vice minister Ernesto Reyna have revealed the forging of environmental permits in Las Terrenas, and that many promoters don’t want to adhere to the Environmental Law.

They’ve denied that 30 projects have been halted, after showing a list of 20 currently in the evaluation system, and most of those already have permits.

However projects adviser Litvinf Martinez said Environment personnel resort to “petty extortion” against many promoters whom he affirms have to pay a “toll” to expedite the permits. “At the pace we’re going there’s increasingly more legal security for turbid deals.”

Balcones and the rest of those projects have no right to close that road to the public .....this is a colossal land grab and an insult to the public

Las Terrenas is probably the most shyster-infested part of the country. From the beautiful fishermen village it was 30 years ago, it has become a textbook case of unplanned wild "development".

It now looks like Navarrete with a beach.

Mr Litvinoff was there then, and still is there now. Not much to show for himself.

Good ! Let them keep harrassing the developers and scaring off any would be investors and leave Samana alone ..The worst case scenario is that there will be no jobs for the Haitians in these parts to take away from the Dominicans .

I am in total agreement with the last two postings ,,I think all development on the peninsular should be halted until a proper planning process is put into place ,,it is quickly deteriorating into a pathetic mess there ..I am sure it is best for the developers to now look at the north west and the south west and leave the peninsular alone ..There has to be some peaceful beach ares in the DR kept low key

And I have never seen so many Haitians congregating together as in las Terrenas ,,most unhealthy situation

I have not been to Samana in about 2 years , but I thought that this was the only area where we would be spared from the developers and the congregating Haitians . How quickly things change .

This story coincides 100% with my experience with my major project in the region ... 24 months of indesion on behalf of Ernest Reyna and total indifference and incopetence on behalf of his staff ... Our legal team says this is the worst gov agency in DR ... Nothing happens and Reyna never responds to letters from US high profile investor partners or Directors of other DR gov agencies ... The other day I went to the bathroom and all the johns were overflowing with raw effluent ... Reyna is Leo's uncle and prob isn't qualified or capable of being dogcatcher ... Nobody has time to talk to you and when they do it's on the stairs forever needing 50,000 to pay the bills ...

Quite a place,,this Samana peninsular ,,,now are reports that the police shot dead an 81 year old man in a car and earlier a university student in a car ,,,the police were evidently hiding in a dark area and the student indicated he was stopping in a better lit area ,,so they killed him but they probably would have killed him if he had stopped in a dark place ..
Want any more evidence about shocking is the law and order system in the DR ???
