Cienfuegos, Cuba.- Oil for bananas and sugar—that's what Venezuela’s president is offering Carribbean and Central American nations.

At the PetroCaribe regional petroleum summit in Cuba, Chavez said that his plan to provide low-cost oil to the region should go beyond financing mechanisms.

"We have begun to create a new geopolitics of oil that is not at the service of the interests of imperialism and big capitalists," Chavez said in his speech at the Petrocaribe summit.

Chavez said that Petrocaribe members' collective debt for Venezuelan crude is currently near $1.2 billion and is expected to grow to $4.5 billion by 2010.

He proposed that more of his neighbors could pay for cheap oil and pay off debts with goods or services in lieu of cash.

Reason for this is because Venezula is experincing increasing inflation and a decline in the internal markets for agriculture goods and services. They are exporting more then they can feed at home so that they can fulfill their overseas quotas for goods. So what is left is over charged, there are lines at supermarkets, corner stores are barely stocked, and the public is becoming restless. So it only seems logical that he requests that other nations pay him back with food and services instead of money that he knows he will never get back.

Hatuey, I believe the line ups have nothing to do with the reasons stated. The suppliers who are part of the oligarchy want to destabilize his government and are creating artificial shortages in order to foment dissent and instability. He is making big changes in that country and whether we agree or disagree with what he's doing, changes of that magnitude will generate resistance. Only time will tell. Remember the line from Mark Anthony at Ceaser's funeral: "The evil that men do lives after them. The good is often interred with their bones." Which ever side wins in that country will decide if what he is doing is evil or good!

True, there are outside factors also affecting the internal economy but also their trade quota is part of it also. You can look it up if you dont believe me, but yes I do agree their are foreign players that want him out.

Yes time will tell (show), just like time is showing whats been happening in Cuba since the 60's, you know what I mean. Time will show that history repeats it self, this time it could be in Venezuela. Socialized Gov, does nothing for the progress of an individual or his / her freedom to expand. The biggest crime being commited by this type of Gov. system, are the children that are born and raised into this system, and believe that this is a normal way of life. A society that puts words in your mouth everyday, and programs you to believe in the System is only doomed to fail, once the people wish for freedom...WAKE-UP! Europe figured it out years ago, But I guess in latin America, machismo attitude still wants to rule like the old days, only under a new suit this time.

Don't you just love our American friends on this site. Some of them, not all, but some, seem to believe that they have a monopoly on freedom. There may have been a time when this was probably true, but that time has long since passed. They now live under the most efficient, the most effective propaganda machine ever devised by man with unlimited resources. This machine can ridicule and destroy any idea or person that can challenge the American way of life, and the beauty of it all is that its citizens believe what they are spoon fed every day, hook, line and sinker. Undercover above says "A society that puts words in your mouth everyday, and programs you to believe in the System is only doomed to fail" yet he fails to recognize that he too lives in such a society. Clearly some places are better than others but countries and their citizens have the right to govern themselves unless of course, they have oil. If they have oil then they don't have such rights. Look around the world.

Undercover, you have to be careful when you say that socialised governments do nothing for the progress of individuals. socialism, in its pure sense, is the means by which resources are distributed, not the way in which a government rules. the scandinavian countries are among the most democratic in the world, but they have socialistic ideas about health care, education, etc. we should take care not to be too footloose with terminology, because it tends to blur the discourse
