Port-au-Prince.– The largest and most visible contingent of a 9,000-member U.N.
peacekeeping force is switching its focus to development thanks to
improving security in the Caribbean country, an official said Saturday.
But
Brazil has no plans to remove its 1,300 troops from Haiti, despite
military cutbacks at home and calls by Haitian and Brazilian protesters
for their departure, said Defense Minister Nelson Jobim, who arrived
for a visit Friday.
The South American country recently replaced
some soldiers with 100 engineers to increase the size of its
engineering corps to 250.
The engineers are planning a new
hydroelectric dam on the Artibonite River that could provide as much as
40 megawatts of electricity for the energy-starved capital. Studies are
set to begin next year.
"Security has advanced a lot. But if you
just worry about security without providing development, employment,
and the social inclusion of Haiti's population, that will all come
undone," Jobim told the press in an interview at the Brazil
battalion's headquarters on the outskirts of Port-au-Prince.

With all that money that they are paying the peacekeepers, and fancy hotels for the officers, and private mansions for the bureaucrats, they could set up a United Nations Haitian protectorate government managed by the UN and run the whole country, instead of just policing it.
The Brazilians are not falling asleep in Haiti, the big construction companies that build the roads and huge infrastructure projects in DR are already putting their sights in Haitian infrastructure needs, where everything is yet to be done.
Maybe later Haiti will buy some Tucano's from Brazil, to help with "drug interdiction efforts" as well,
but the price will probably be double what the DR paid, because of more "greased hands waiting".

I would love for it to works for both nations could at least be able to enjoy their homeland , nice relaxing trip driving for little excursions within the Island without harrassement or hassle.
