WASHINGTON.– As some 200 daily flights transit through the congested and sole functioning Haitian airport in the capital of Port-au-Prince, the U.S. military is looking to open a second runway in the city of Jacmel within a day.
The airfield will receive C-130 deliveries that initially will support Canadian humanitarian assistance efforts centered in the southern city about 30 miles southeast of the Haitian capital, a military official said.
“The first [additional] runway in Haiti proper will go into operation in the vicinity of Jacmel within the next 24 hours,” Army Maj. Gen. Daniel Allyn, the second in command of U.S. operations in Haiti, told Pentagon reporters today.
Reports of bottlenecking at Toussaint Louverture International Airport in Port-au-Prince have emerged as the hub’s capacity has grown from an average of 13 commercial aircraft arrivals daily before a magnitude 7 earthquake struck Jan. 12 to the present level of more than 200 flights.
As international support continues to flow into Haiti amid what one official has called one of the greatest humanitarian emergencies in the history of the Americas, the U.S. military has looked outside the capital for areas to receive the additional provisions, equipment and personnel.
“We are obviously very conscious of the need to have multiple ports of entry,” said Allyn, adding that the U.S. military assessed the site at Jacmel yesterday during a helicopter delivery of food and supplies to the area.
In addition to the strip in Jacmel, officials hope to improve logistics from San Isidro in the neighboring Dominican Republic to affected areas in Haiti.
Original estimates by the Red Cross were that upwards of 50,000 people were killed in the quake, with 3 million Haitians affected, but other reports elevated the estimated death count at 100,000 to 200,000.
The top priority now is to distribute supplies that are building on the ground as they continue being delivered by the Defense Department and international contributors, the general said. A C-17 Globemaster III transport jet flew from Pope Air Force Base, N.C., yesterday and airdropped nearly 15,000 meals and more than 15,000 liters of water to people in northeastern Port-au-Prince.
“This aerial delivery augments our ongoing relief efforts and continues to extend our reach to the stricken,” said Allyn, adding that the United States has delivered more than 400,000 bottles of water and 300,000 rations to the people of Haiti in the past six days.
About half of the 7,000 U.S. troops in Haiti -- 2,000 on the ground and more than 5,000 afloat off the Haitian coast -- are directly involved in delivering humanitarian assistance ashore, he said. The number of U.S. forces operating in and around Haiti is expected to rise to more than 10,000 by the end of the day, a defense official said.

I hope we start to see some more organization over the next 24 hours. Looks like the U.S. military is establishing an operations post at the presidential palace. Many reasons for this I think..... It's a symbol of the central authority in Puerto Principe and all of Haiti. They have to have somewhere to re-establish the air of authority and a location from which Preval can "work" for lack of a better word. Preval is an empty suit, but he has to be the symbol for the Haitianos. He has to be made to feel presidential while the U.S, RD, and other nations handles his business for him. Occasionally they'll hand him papers to sign to make him feel like he's contributing. I saw yesterday that Preval was holding meetings at the airport, sitting on plastic lawn chairs. They'll help him along. Get him a western educated, French speaking assistant to handle PR issues. They'll try to whip him into a leader.

Last July the Paris Club countries agreed to cancel Haiti's foreign debt burden. This debt was unlikely to be repaid. This decision was reconfirmed during the Santo Domingo summit for Haiti, but President Leonel Fernandez took it a step further by proposing that dropping the Dominican debt could help develop Haiti.
So in other words LF has borrowed us so deeply into international debt that he has no hope of getting us out unless he can get the Paris Club countries to forgive out debts. The guy is a lousy president and a lousy leader, but he sure is sneakyand smart like a fox.
How many more Dominican millionaires will LF be able to create with the profits that we all know will be siphoned off the aid to Haiti.

In an op-ed piece in Hoy newspaper, he writes that the United States, Spain, Venezuela, Japan and Brazil should cancel the Dominican Republic's bilateral foreign debt. Instead of paying the debt, the fund would be available for Dominican companies to work on the reconstruction of Haiti based on a master plan. Caram proposes the consolidation of all business energies into converting the DR into a platform for the reconstruction of Haiti for the Haitians. "We have the human and business infrastructure, the professionals and companies, especially the builders, including the materials," he said. He explained the construction sector could handle the extra activity, because it has suffered a 14% slump.

If the amount canceled can be boosted with more private investment funding, well then we have an immense stimulatory expansion for the economy. Again, there's no right or wrong here just business plain and simple. Leonel is doing what any President would do in support of his nation's interest. Of course, that might mean several more Metro lines and the monorail to Santiago get built, ahead of schedule. Well I think most Dominicans can deal with those heartaches.

The article says it all. The airport went from a little over a dozen flights a day to over a 100. it took over 6 hours to unload a plane that came from china. I do not know what happened on the ground but experience tells me that if there was not someone on the ground representing what ever agency trying to fly into the airport that we refused clearance because there was no way to unload and move the material on down the line.

The UN said they had 5000 tons of food in warehouses in the city with no way to distribute it. The commander on the ground can move three or four planes in and out with supplies and personnel while that one European NGO plane with no follow on plan is blocking the runway.
This was a triage situation. Many of those doctors have had to choose to let one person die while saving three others. The people trying to coordinate things in the airfield were doing the same. If one person died because the plane was diverted but 40 others would have died if the other three planes we diverted. It is all split second gut wrenching decisions.

I doubt the amount of aid the DR has sent is anywhere near the Debt collected to pay the Christmas bonuses let alone all the other debts. Cancelling the Debt is like declaring bankrupcy. The average faily is back to where they were in a few years.
What is about to happen is the DR is going to get a winfall fro the reconstruction of Haiti. The illeagle Hatians will have work in Haiti for a few years. If the DR can have any sway they could insist in reforestration with good coppicing species such as Mulberry, Moringa and so forth.
A good portian of the material needed will coe fro the DR. That is if the DR business don't try to sell sub standard stuff at inflated prices.
If the DR could control Bolletas and use the supposed winfall to pay down debt and put in oney for education then it woudl all be mute.
Hait is about to get real help. Not just on paper help. If the DR is smart it will adjust and reap some windfall.

Corruption is part of the nature of "creative destruction" in capitalism. Just recently, I saw a program about massive corruption in China, over 50 billion over the last ten years or so had been taken out of the country by unscrupulous Chinese officials and others, and that was probably the tip of the iceberg or a low figure according to the report. Look I would gladly agree with you that it would be great, nay Wonderful, if we in the DR could muster to develop sans corruption, it's just not going to happen. So I urge you to continue your fight, but be mindful that a certain grease has always been part and parcel of capitalist expansion, like it or not. Here in the US it's big time business with business and government, private and public sector involvement.

US accused of 'occupying' Haiti as troops flood in
France accused the US of "occupying" Haiti on Monday as thousands of American troops flooded into the country to take charge of aid efforts and security.
The French minister in charge of humanitarian relief called on the UN to "clarify" the American role amid claims the military build up was hampering aid efforts.

Last July the Paris Club countries agreed to cancel Haiti's foreign debt burden. This debt was unlikely to be repaid. This decision was reconfirmed during the Santo Domingo summit for Haiti, but President Leonel Fernandez took it a step further by proposing that dropping the Dominican debt could help develop Haiti.
So in other words LF has borrowed us so deeply into international debt that he has no hope of getting us out unless he can get the Paris Club countries to forgive out debts. The guy is a lousy president and a lousy leader, but he sure is sneakyand smart like a fox.
How many more Dominican millionaires will LF be able to create with the profits that we all know will be siphoned off the aid to Haiti.
Former Central Bank governor Guillermo Caram concurs. In an op-ed piece in Hoy newspaper, he writes that the United States, Spain, Venezuela, Japan and Brazil should cancel the Dominican Republic's bilateral foreign debt. Instead of paying the debt, the fund would be available for Dominican companies to work on the reconstruction of Haiti based on a master plan. Caram proposes the consolidation of all business energies into converting the DR into a platform for the reconstruction of Haiti for the Haitians. "We have the human and business infrastructure, the professionals and companies, especially the builders, including the materials," he said. He explained the construction sector could handle the extra activity, because it has suffered a 14% slump.

The article says it all. The airport went from a little over a dozen flights a day to over a 100. it took over 6 hours to unload a plane that came from china. I do not know what happened on the ground but experience tells me that if there was not someone on the ground representing what ever agency trying to fly into the airport that we refused clearance because there was no way to unload and move the material on down the line.
This was a triage situation. Many of those doctors have had to choose to let one person die while saving three others. The people trying to coordinate things in the airfield were doing the same. If one person died because the plane was diverted but 40 others would have died if the other three planes we diverted. It is all split second gut wrenching decisions.
How many people were saved just by that initial surge of help. How much of a head start did this this surge of Dominicans give the follow on relief.
I don't think the taxpayers of those "Big Powers' will be to happy seeing their taxes given away, so corrupt politicians and their cronies can buy Jeepetas and breast augmentation surgeries for their amigitas!
What is about to happen is the DR is going to get a winfall fro the reconstruction of Haiti. The illeagle Hatians will have work in Haiti for a few years. If the DR can have any sway they could insist in reforestration with good coppicing species such as Mulberry, Moringa and so forth.
A good portian of the material needed will coe fro the DR. That is if the DR business don't try to sell sub standard stuff at inflated prices.
If the DR could control Bolletas and use the supposed winfall to pay down debt and put in oney for education then it woudl all be mute.
Hait is about to get real help. Not just on paper help. If the DR is smart it will adjust and reap some windfall.

Corruption is part of the nature of "creative destruction" in capitalism. Just recently, I saw a program about massive corruption in China, over 50 billion over the last ten years or so had been taken out of the country by unscrupulous Chinese officials and others, and that was probably the tip of the iceberg or a low figure according to the report. Look I would gladly agree with you that it would be great, nay Wonderful, if we in the DR could muster to develop sans corruption, it's just not going to happen. So I urge you to continue your fight, but be mindful that a certain grease has always been part and parcel of capitalist expansion, like it or not. Here in the US it's big time business with business and government, private and public sector involvement.
