Tegucigalpa.– Before settling in Mexico and planning his eventual return to Honduras, ousted President Manuel Zelaya will leave the Brazilian Embassy next week and travel to the Dominican Republic.

According to press reports, Zelaya seems destined to continue what has been a peripatetic existence since he was ousted in a June 2009 coup. After being hustled out of the country by his own soldiers, he traveled across much of Latin America seeking support for his reinstatement before sneaking back into Honduras in September and taking refuge at Brazil's embassy.

"Zelaya will remain only briefly in Santo Domingo" before traveling to the Mexican capital, aide Cesar Ham told Tiempo newspaper. Earlier this week, Ham represented Zelaya at the signing of an agreement giving him safe conduct to leave Honduras on January 27, when President-elect Porfirio Lobo is sworn into office.

In a statement, Zelaya praised the deal –though he did not confirm that he would definitely leave under its terms. He said the agreement "allows me to maintain the dignity of my person and my office" as a guest of Dominican President Leonel Fernandez.

Yes, once again the power of money prevails . Zelaya was officially branded as a criminal by the Honduran congress who found him guilty on numerous felony charges against his country and by rights he should be serving a life term behind bars. However , Michelletti and crew conferred amongst themselves and agreed to give this one time wealthy cow poker asylum if he would take his ball and go home without making a fuss , so now Zelaya has taken his winnings and has embarked on a 5 star vaction throughout latin America to try and rebuild his statue .

I was in Honduras in the days prior to , during and after the peaceful elections and this payasos stock has fallen through the floor . The very small minority of Hondurans who publicly supported Manny were the hired equivalent of those that the local politicians in the D.R pay off to shout thier empty suited campaign promises on the streets . You know the ones I mean . They park thier motoconchos in the garage for 3 nights and stand on the corner with a sign and a bullhorn for 3 hundred pesos and a bottle of brugal .

I say.....BAN MR. Z from entering / visiting the DR period.............send him to "La Isla de La Mujeres" for a week then back to Honduras.

No me sorprendió la decisión de Leonel Fernández de reconocer al presidente electo de Honduras, Porfirio Lobo, quien es un producto de unas elecciones preparadas por un gobierno de facto de Roberto Micheletti, en la que no participó ni el 10% de los electores.

Aunque desde el mismo 28 de junio del 2008, cuando se consumó el golpe de Estado de Estado contra Manuel Zelaya, el mandatario dominicano tildó a los golpistas de usurpadores del poder, terminó negando su prédica inicial.

Un momento importante en el cambio de postura del mandatario dominicano se marcó con la visita al país en diciembre pasado de Graig L Kelly, sub secretario del Buró de Asuntos del Hemisfério Occidental de Estados Unidos, en la que se programó la visita de Porfirio Lobo.

A esa postura se le atribuye la decisión de la administración de Chávez deshacer el negocio de la compra del 49% de las acciones de la Refinería Dominicana de Petróleo.

Ahora que en América Latina hay varios gobiernos con signo contrario a la visión de Estados Unidos el reconocimiento de los golpistas podría ser el primer paso para legitimar golpes de Estado contra presidentes que no giran en la órbita estadounidense.

La pregunta de muchos hoy es si la postura de Estados Unidos frente al caso hondureño es parte de una decisión para eliminar la influencia de Chávez y una advertencia a los gobiernos de centro izquierda en la región.

La semana pasada el presidente de Venezuela, Hugo Chávez, anunció un donativo para Haití de 546,000 galones de gasolina, 446,000 galones de gasoil y 8,000 de avtur a través de la Refinería Dominicana de Petróleo.

República Dominicana recibe de Venezuela a través del acuerdo de Petrocaribe, 60 mil barriles diarios de combustibles, de los que el 40% es financiado a 25 años, con un interés de un 1% y dos años de gracia para el pago.

El ingeniero Ramírez dejó saber a República Dominicana a través de los medios de comunicación de su país, que no les interesaba adquirir el 49% de las acciones de la Refinería Dominicana de Petróleo, a pesar de los acuerdos que existían en ese sentido.

El secretario de Hacienda, licenciado Vicente Bengoa, había asegurado la llegada de los funcionarios venezolanos, no sólo para coordinar el donativo a Haití, sino también para firmar el acuerdo de la compra de la Refinería, que significaría para el país la entrada inmediata de 131,5 millones de dólares.

En la actualidad la Refinería procesa solamente 34 mil barriles diarios de combustibles, de los 140 mil que consume el país, completando con compra a Venezuela, Colombia y México.

Aunque el secretario de la Presidencia, doctor César Pina Toribio, dijo ayer en la mañana que si Venezuela desiste de comprar acciones de la Refinería esa decisión no tendría repercusión en la economía nacional porque era una negociación en curso, la mayoría de los economistas consultados opinó lo contrario.

El 29 de julio de 2009, la legisladora estadounidense Loretta Sánchez, advirtió al Gobierno dominicano sobre posibles consecuencias en caso de una negociacion con el presidente Hugo Chávez.
