CANCÚN, Mexico. - President Leonel Fernandez called on the international community to implement an integral, long term plan for Haiti’s economic and social, sustainable development, not only to help it recover from the January 12 quake, but  its historical poverty.

Interviewed by the network Telesur upon his arrival in the resort region, the Dominican chief executive said it’s "shameful" that a tragedy of such magnitude had to occur to go in the aid of 10 million Haitians, of which 80 percent lives in poverty and the rest 20 percent below that.

Fernandez said the world community has a debt with Haiti that needs to be paid, because that nation hasn’t been politically recognized in more than 200 years, lived long periods of oppression, dictatorships and a process of impoverishment. “I believe that if there’s will at the international level it can be accomplished. If they’ve found trillions of dollars to save the banks why can’t they find two billion per year to save 10 million human beings who deserve better lot and a better destiny."

He said they are working together with the Haitian authorities in some proposals the allocation of a percentage, citing the payment of the external debt to the Club of Paris by Latin American and Caribbean countries, to finance a recovery project in the Western Hemisphere’s poorest country.

Fernandez said in that manner would be created what would be called the Haiti Solidarity Fund, to finance concrete programs and initiatives in infrastructure, water, highways, electricity, housing construction, schools and universities.

Two things that I get from the article:
1. DR will probably formally request to the "Club of Paris" countries, that the DR external debt should be partially or fully written off, to provide Haitian health services, feeding, education and reconstruction.
2. When push gets to shove in the next few months, the only thing that will stop the Haitian tsunami from crossing over the DR border, will be better opportunities in Haiti itself for the Haitian people. Let's keep our fingers and toes crossed that this happens.

LF wants a good chunk of the $1.4 billion in Haitian reconstruction money that North America, the EU, and rich Asia will send to Haiti. The North Americans don't want the DR bourgeoisie to get a dime. And, pro-imperialist reactionaries in the DR also don't want the DR bourgeoisie to get a dime of $1.4 billion. As usual, pro-imperialist reactionaries want the US imperialists to get the whole $1.4 billion.

LF also wants the hundreds of millions of dollars of ALBA and UNASUR money to pass through DR bourgeois hands. This is already happening. LF has to keep the DR bourgeoisie from stealing most of the money. DR pro-imperialist reactionaries want the ALBA and UNASUR money to pass only through the hands of US imperialists.

Cappies ... that is, capitalists and pro-capitalists ... sure stick together.

LF treats DR pro-imperialist reactionaries with contempt and they return the courtesy, honoring their God in the North.

EU and rich Asia prefer that their money go thur the DR.

Rarely does people act outside of their self interest, however regardless of his motive LF is speaking truth to power on the issue of Haiti. We as Africans on the west side have committed a mortal sin we fought and won our freedom(only sucessful slave revolt in modern history). Did we know how to govern absolutely not,that was massa's business. Was the world ready for us definetly not,for the first 50 years of our independence the US,France and Great Britain had a blockade against us(no nation can survive without trade) to get that blockade lifted we had to pay France in today's money 21bil USD. The last payment of this debt was paid in 1942, 80cent of each dollar earned had to go to that debt payment,leaving only 20cent to everything else. How were we supposed to prosper with the deck being so stacked against us.

The good thing to come out of this tragedy is a new consciousness about our plight. Globalization will take care of the Haitian Elite strangle on the economy. Digicel have proved that to us. What cannot allowed to happen in the rush to privatization is what happened in the Hasco & Cemment D'Haiti deal, were these companies were bought from the government only to be dismantle, and now these product have to be imported creating a major loss of employment to the country. The
Minoterie D'Haiti privatization deal is a better model to follow. The most Important revolution in Haitian society have to happen in the political circle. I hope and pray after this tragedy the peoples business will be first in these politicians minds,unstead of their self interest. The elective body,and those in administrative post are the cancers eating away Haitian society as a whole.

Haiti received 1,500 metric tons of food since the Jan. 12 quake, sent by the UN World Food Program (WFP) through the DR. The shipments began shortly after the quake, and will continue for at least another year, affirmed Peter Casier, WFP coordinator in the DR.

WFP delivered through the DR about 8,000 cubic meters of items other than food on 449 18-wheeler trucks.

The food and goods have been donated by 60 organizations all over the world through the WFP.

The WFP has set up a useful infrastructure in the DR that will remain for some time and is likely to gain permanent nature, as it is intended that the DR will become the regional action center in charge of assisting Caribbean nations in case of natural disasters.

Given vile alien presence at Haiti's seaports and airports, top Dominican and Haitian authorities publicly agreed that this DR should serve as transhipment point for humanitarian aid to Hiatian people.

At its own expense, DR has done a good job temporarily patching up Haitian roads from the DR border to Haiti's main cities.

If the vile and greedy US imperialists beat the DR bourgeoisie out of hundreds of millions of aid dollars allocated for Haitian road construction and road repair during the reconstruction period that will be a real shame and a royal screwing for the DR.

The problem is that UN aid money is deposited in US banks, giving US imperialist thieves control over the money.
